There are many factors that go into how elements are arranged in the Periodic Table. The main factor is that they increase left to right by atomic number. Elements are also grouped by families (columns) and periods (rows). Elements of the same family have the same number of valence electrons and also will have similar properties. Certain families will thus bind well ith each other while others will not. Though not organized as so, Atomic Mass usually increases with atmic number, but there are some exceptions to this.
Excluding the transition elements each vertical column, called a "group" describes how many electrons are in the outer shell. Group 1 = 1 electron group 2 = 2 electrons etc. The groups go up to 8/0 which describes the last shell as being full. This last column on the right contains the oble gases, which are very unreactive because they have a full outer shell.
Each horizontal column down, called a period, describes how many shells around the nucleus each atom has that holds electrons. For instance, Helium has just one shell holding electrons, below it is Lithium, which has 2 shells to hold its 3 electrons. Below that is Sodium, this has 3 shells that hold electrons
