When the original people sinned in the Garden of Eden, God made them leave, and at the same time gave them and all people free will. No longer would people be under God's protection as they were in the Garden. Suffering is a result of people having that free will.

If you are referring to who is the God of the people, then in today's materialistic world, anything that people worship more than God becomes their God.
