In their simplest forms, neither a surge protector nor an un-interruptable power supply provide any power conditioning. Both have specific tasks to perform.

A UPS is designed to deliver power to a device or to a mains circuit in the event that the incoming mains power supply fails.

Both surge protectors and UPS systems can have power conditioning components included but a study of the detailed data sheets will be needed to establish whether or not a unit has such a function.
