The Government of Québec did not sign the Constitution Act, 1982 before its enactment.

However, the consent of each of the ten provinces would not a requirement for the enactment at the time; rather, the Supreme Court of Canada only held that the Government of Canada needed to "engage" the provinces during the process.

Quebec is the only province that didn't sign the Constitution Act. The nine other provinces signed in 1982.
