By selection. Albertan did not choose or vote for their capital. It was chosen for them by Canada and Canada's representatives, or some might say lackies. Calgary might have been the choice of Albertan's but by the time Canada was setting up the province they had already moved many settlers into the area. These settlers had more political power than the locals and saw Edmonton, the home of the HBC fort with it's connection to British culture and class preferable to Calgary with it's cultural ties to locals.
