It really ought to say "thoughts racing" even though everyone says it's your mind that's racing. Racing thoughts are sometimes an indication of a mental disorder such as bipolar disorder or attention deficit disorder.
A mental disorder is a mental illness or psychological illness. These are things like schizophrenia and depression. A neurological disorder is a disorder of the body's central nervous system. This includes epilepsy and Alzheimer's disease. It should be noted that schizophrenia is often characterized as a neurological disorder, and that psychiatric illnesses are characterized as dysfunctions in thought, behavior, or emotion that lead to dysfunction. Neurological disorders are diseases of the nervous system, which can in-turn, lead to psychiatric symptoms.
You should definitely take your son to the doctor to be tested for bipolar disorder. The doctor will most likely do psychological tests to see if he meets the things to qualify.
THAT is a good question. Well, it would certainly depend on how abnormal the deviation is. I have many small things, but one of them is OCD. I clean obsessively and line things up evenly. Another is PTSD, and I tend to get very antsy around drunk people and sometimes become nervous in large crowds. BUT every strange whim or fancy isn't a disorder of some kind. People can just simply be weird. I'm that, too :). You have to decide how severe the "deviation from normal" is. IF anyone, including the person in question, is being hurt by it, if it is disruptive to your life, or if you feel that it isn't far from that point, you (they) should seek counseling. However, if it is just weird, let it be. Weird can be interesting and fun.
This could be Obsessive Compulsive Disorder. Some examples of the problems that people have with this disorder are obsessively worrying about what to wear, worrying whether or not they have turned off the coffee pot, wondering whether their hands are clean enough and relentlessly washing their hands again and again. Some people can be helped with certain prescription medicines. Sufferers can begin to get help by contacting their family doctor or a mental health professional. For people who cannot afford mental health care, there might be a local mental health referral service which can point you in the right direction.
