There are different forms of punishments. The punishment actually depends on the type and nature of person. A person that lacked love could find him or herself in a very cold part of hell where there is no love.

I'm not sure about the question, but in WW1 there were no war crime trials like there were in WW2. The punishments moslty took place in Germany's wallet. Reparation payments were so high that Germany decided to just print money until kids would carry wagons of bills that were not worth a single USD.
