Saint Cecilia was a martyr of the early Church, her feast was celebrated in the fourth century, so that goes back a ways. There are many legends about her (which you can read at the link below).

So it can't be answered, its opinion, either you believe someone is a saint for acting out good deeds on a daily basis or a saint is someone who truly believes in what they preach for and do daily.
