In Silvermoon City (and the Blood Elf starting areas) are Warlock Trainers. Simply ask a guard for directions by right-clicking them, and selecting "Class Trainers" and "Warlock". An arrow will appear on your map towards the trainer. Note that a warlock can train with any Warlock trainer, regardless of race. It does not need to be a blood elf per se.

Yes, the Night Elf race is an Alliance race. You do not need Burning Crusade to be a Night Elf. It is included with the "vanilla" version of World of Warcraft.

There is really no "best race" in World of Warcraft. Sure one race might have a nice racial ability, while another race can go into limited stealth. But all in all, they are about equal. The best race is one that you enjoy playing the most.
You have to create another character and choose to be a worgen or change your race to worgen if your class is compatible with that race.
