"The Bell Curve: Intelligence and Class Structure in American Life" was published in 1994. This controversial book explores the relationship between race and intelligence and sparked debates about the genetic basis of IQ differences.
It is not accurate or appropriate to determine a "smartest race" in the world as intelligence is not limited by race. Intelligence is diverse and can be found across all racial groups.

genetic factors, environmental factors,race
All humans have the potential for intelligence regardless of race. Intelligence is a complex trait influenced by a variety of factors such as genetics, environment, education, and opportunities for growth and learning. It is not accurate or fair to rank intelligence based on race.
That depends on how we categorise smartness and intelligence, which can be affected by many variables such as gene, education systems and environment in which education is fostered. Therefore there is no definite answer as to which race is the smartest. Given the variables are all the same, every race may be assumed to have equal intelligence.

Race (and racial mixing) has nothing to do with economic and social intelligence. To believe so is to conform to the prejudices that certain members of society would have us to believe.
