Its almost at the end of the radio but you can only tune into it in kanto.
Turn on the radio in the pokegear and tune into the pokeflute channel.
The pokeflute doesn't exist in your radio you can tune into a pokeflute channel.
Tune to channel 1.
You get the radio enhancement application from the Kanto Radio Tower and manually tune the radio to the pokeflute channel
get the EXPN card in lavender town to get that station

If a vehicle, like the 2004 Pontiac Montana has an XM Radio built in, the code to program the radio is found on Channel Zero. Tune the radio to XM then turn the tuner to Channel Zero.

you dont get the pokeflute you use the pokegears radio once you can in kanto and tune it to the pokeflute channel
Once you obtain the EXPN CARD from the POWER PLANT OWNER in KANTO, you will be able to tune in to the channel. I'm not certain if there is a preset to the channel or not, but you can certainly tune in regardless. It is located near the top and middle of the radio tuner.
On the factory radio you tune to the channel you want and press and hold the number you want it programmed on (1-6)
