I personally would recommend some red silk to make the dress out of. Red silk falls across the body in a very eye appealing manner that almost anyone can pull off. Red makeup with heavy black eye liner, and a lot of hairspray. I'd curl it into think waves of curls, and there's going to be a lot of hairpsray needed for that. You could probably build a tail out of the silk as well.
