The Urantia Book (the complete collection of 196 Urantia Papers, first published in 1955) does not mention "Galactic Federation" and uses the term "galactic" only 4 times. The closest UB association with "galactic" (but only by the term) is "Galactic system of Orvonton", one of the seven superuniverses of time and space (planet earth is part of this superuniverse).
The term "federation(s)" is also used only 4 times. The closest UB association with "federation" (again, by term only) is in Paper 72 of the UB which discusses "the most advanced human race living on a not far-distant planet" (not planet earth).
Although the Urantia Papers are the Fifth Epochal Revelation to our planet (the "Son of Man", 2000 years ago, was the Fourth), these do not not reveal interplanetary associations of human civilizations.
