Officially, I think the term is "no relation." Your father-in-law's father-in-law is, assuming no one's gotten remarried, your wife's mother's father. His sister would be your wife's great-aunt, and her daugher would be your wife's first cousin, once removed.There's not really any concise term for that in English.
