None, really. The Twenty-seventh Amendment essentially says if Congress votes a pay raise (or cut) for itself, the raise doesn't take effect until after the next election of the House of Representatives. House elections occur every two years, in even-numbered years.

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.
