If it were being towed away because someone failed to make the payments due, then there are no "rights" as you simple do not own the car ... and never have ... until the final payment is made, the finance company owns the car as they hold the legal title.

Yes! Any vehicle has the capability of being towed. If the vehicle has 4 rolling wheels and is in neutral, it can be towed.
other than being sufficiently strong for the task, nothing that i know of. i would worry more about not running the towed vehicle into the towing vehicle and that the towed vehicle has brake lights though.
The rules for having your tenant's (or former tenant's) vehicle towed away will be different in each state and city. In general, if the tenant is gone and is no longer your renter, their vehicle does not belong on your property. You can have it towed away immediately. In some places you can even make a deal with the towing company that gets you a small finders fee when they tow the car. If the person is your current tenant, good luck. It will be very difficult to get the vehicle towed unless it is violating a safety law or is clearly in violation of the lease. Check your local ordinances for property owner's rights and abandoned vehicles.
This is the maximum amount of weight a vehicle can tow, if what being towed has brakes. A towed vehicle with brakes (electronic brakes) responds to the same braking that the vehicle doing the towing has. If the vehicle being towed does not have brakes, the maximum towing capacity is much less.

If the vehicle is illegally parked the police do not need your permission to tow it. The owner of private property can request a vehicle be towed if the vehicle is not authorized to park on the private property. There are other reasons in various jurisdictions for which a vehicle may be legally towed without notice to the owner.
