No. Despite the name a cold really has nothing to do with cold weather. A cold is a virus and can only be caught from pathogens. You wouldn't catch a cold even by being in a tanktop and shorts in winter in Canada. You'd start getting numb and probably sneeze, but that's not a cold.
If you take them out enogh times in the same weather they will eventually adapt. The first time you take them out in cold weather like the rain they will probably want to turn around and go back in the house, but if you take them round the park or something in the rain they will adapt. But make sure when you get out of the rain you hand dry them with a towel otherwise they might catch cold.
