Peter the Great contributed most, including reving arts, building up the Navy, and moving the capitol from Moscow to St.Petersburg. Catherine the Great was also a leader that seeked to advance Russia, but wasn't taken too seriously, being a woman. A series of weak tsars afterwards resulted in Russia actually going backwards to feudalism.
The goal of Peter the Great was to transform Russia into a more modern state. He wanted to bring Russia out of the dark age and into a more modern age.
James Watson and Francis Crick are credited with the base pairing rules and DNA structure in general. Erwin Chargaff is credited with the rules of base pairs in that the number of pyrimidines is equal to the number of purines.
The reign of Czar was only so long. Sometimes they left some business undone as Peter did. Catherine was able to attain his goal of westernizing Russia.
