The "rules" have a lot more to do with where you're riding than anything else. Some places like state parks have defined trails that are off limits for bike riding and some that are for bike riding only.
In the US you are as a rule not allowed to ride on private property w/o the land owners permission.
If you get into racing, well then there are specific rules for that obviously.
