No, Disney no longer owns anything to do with Power Rangers except for possibly their music that was part of the shows but that would be a matter of how the contracts were worked out in regards to music rights. Because of Haim Saban buying back Power Rangers, they have the rights to everything in Power Rangers now including the shows that Disney made. Regardless of the fact that Disney was responsible for shows such as Power Rangers Ninja Storm, they no longer own it because of them selling the rights to the whole series back to Saban.
Disney would probably close DiC in late-2000/early-2001 and absorb it into Walt Disney Television Animation and that Disney would take over production for DiC-related shows like ''Inspector Gadget'', ''Madeline'', and ''Sabrina''.

You can't. Disney no longer owns the Disney Store chain. It was sold to the same company that owns the Build-A-Bear stores. Even if Disney still actually owned the Disney Stores, it is not something that is franchised out like a Taco Bell. You can sell authentic Disney merchandise with your own store though.
