That's more dependent on the geography than the season; there isn't really much of a relationship between season and sunshine.
In Northern California, where I live, however, it's an excellent relationship; our summers are hot and dry, and winter brings rain and clouds. (We hope. There wasn't much rain last winter!)
However, in the midwestern USA, it's as likely to be sunny in the winter as in the summer.
