Playback quality is dependent on both the format and file size as they relate to the playback device.
When you Publish/Finish your video in Windows Movie Maker, choose the More Settings option. There is a wider selection of quality settings to select from in that menu.

Use virtualdub and download Divx codec drop your movie into virtual dub, File -> Append avi segments... if its more than 1 file. Then in virtualdub go to Video -> Compression... and select divx codec (u can go to settings to change quality) finish settings on divx codec and then File Save as AVI... done
Digital audio files are a compromise between sound quality and file size. You can set the quality in the Import Settings option in the General settings of the iTunes preferences. Using AIFF format and the 44.1Khz 16 bit sample rates will give you CD quality but a large file size. The AAC format on the iTunes Plus setting will give you good audio quality and a relatively small file size. If these are not original CDs and have already been compressed then you are degrading the already reduced audio quality when you import them and re-compress them.

In all modern versions of Windows these settings are in the registry, not in configuration files. An interface is provided for the more common settings but should only be changed by someone who understands the implications. Anyone who does not know how to acces these settings clearly should not be touching them.
