After you have used the blue candle on the Governor's parchment, return to the telescope atop Fort Ridley. Although previously there was only a pirate ship visible, now there will be a raft.
The raft belongs to the husband of the woman on the beach near the Governor's house. Get the broken mirror from the upper right shelf of the General Store and you can signal him at the telescope. He will come ashore and give you his ship.
