a nice silk chiffon (or any other nice-looking fabric) dress, not black or white (you don't want to look like you're mourning and certainly don't want to "compete" with the bride's dress). I'd go for a red or blue dress- probably knee length.

It depends on the setting. A dinner out at a fancy restaurant can be enough for some to wear an evening gown while others reserve that outfit for a more fancy occasion such as a wedding. An evening gown can be worn at a formal restaurant but of course would look ridiculous as say, a McDonald's.
