You don't need to say anything after someone coughs, unless they are coughing without covering their mouth. Then, you could bring up in conversation, "I saw something on television that it's a good idea to cough into the crook of the elbow, like this. But I can hardly get my elbow up to my face in time. Can you?" When we say we have flaws or don't always do things right, we make our comments less offending. You could then add, "I always try to cough into a tissue because I worry about the germs I might spread. That TV doctor I saw on the morning news said that most respiratory illnesses are spread through coughing, sneezing, and not washing our hands."
If the person has an common sense, they will get the point. If you come across low key, they might get the point faster.
If they don't get the message, the next time, hand the person the box of tissues.
