When you are exercising your heart rate goes up, because your heart is pumping faster.
If a 12 year old has a heart rate of 170 while exercising they should see a doctor immediately. The heart rate is very high so they should go, because its very bad for the child.
to not let your heart rate go too high
You should walk around or stetch so that your heart rate slows down very gradually, as that is the best way for the heart to adjust back to its normal pump rate.
Of course exersizing increases heart rate

It depends what exercise you are doing, how hard you are working your body etc. To work out what your heart rate should be you take your age away from the maximum heart rate (205). So you should aim for a heart rate of 158 when exercising. Hope that helps :)
