On top the side of the water heater should be a knob that can be turned to the desired temperature. there may be a problem with the gauge,sensor or thermostat try replacing the thermostat firstI think you mean the AQUASTAT, that controls the fan. The THERMOSTAT is in the upper water hose inlet and controls only the temperature of the water. The aquastat operates the fan, only.
