That all depends on the disaster. Tornado- Head to the basement as soon as the warnings are sounded by the weather service. Once there, lay flat on your stomach, cover your head, and stay away from windows. If you don't have a basement, follow these steps for a storage closet. Hurricane- The number one rule is to stay indoors. If a wave comes, it could take you into the ocean. Go to the highest point in your house, whether it be a 2nd story, or attic. Do NOT drink the water under any circumstances. Mega-Tsunami- Now, a mega-tsunami is a tsunami much larger than a regular one. It is caused by large piles of rock, mud, ect, falling into the ocean and creating a wave. The waves this produces can be up to a quarter-mile high. In the event of a mega-tsunami, get out of town as soon as possible if you live on the coast. Mega-Tsunami's can travel up to 160 kilometers inland before stopping, and they'll take everything with them. If you don't get out of town before it hits, you have a very small chance of survival. If you do get caught, your best hope is to hide in the upper levels of a building. Again, stay away from windows, as the force of the water with make them crack and shatter.

What is risk transfer in disaster management?

Instead of the Government spending huge amounts of public money after a disaster, the idea is that it should be possible to have insurance to properties well before a disaster strikes. By spreading the resources among a large number of members of public, who have the risk of facing a disaster, less public expenditure would be incurred and greater benefits can accrue to the people in case of actual occurence of disaster. There are various models on this, including partial support of Government towards insurance premium, till the public at large catch up the idea of insurance.
