Nope, unfortunately, he/she has a case of little man syndrome! usually they will realize that they are beaten when the bigger dog gets a little growly. If the bigger dog decides he doesn't want to be mean, take the little dog aside and keep it in its kennel for, say, 5 minutes. Keep working with it until it realizes that it cannot chase bigger dogs.
