If you want to be a forklift operator you can get training through a vocational school or through your workplace. A lot of workplaces like factories give their forklift operators hands on training during the course of their jobs.
You should be familiar with the operation of the equipment. Also make sure you understand the rate being charged. Some states require the operator be liscenced, and you should determine if your state is one. You should also know how you will get your forklift to where you need it: they do not drive well over rough terrain or uphill.
The simple answer is no. As long as the centre of gravity remains within the confines of the triangle the truck is stable. However, as the centre of gravity rises (e.g. when the mast is elevated) the stablity of the truck is reduced. This is because the centre of gravity does not have to move very far when it is high in the air for it to have a much greater effect in the triangle at the ground. A similar principle applies when operating on sloping surfaces. If you were to imagine that the centre of gravity acts like a heavy arrow. As the triangle tilts on the slope, the tip of the arrow swings outwith the confines of the triangle and the truck tips over.

to take a truck on the road it will need to be registered with the DVLA, you will need to provide picture etc to prove you own it etc. however on private land i belive anyone over 16 can drive a forklift truck as long as the company has the correct insurance to cover the driver.
