The cat could have a upper respiratory infection, throat or lung injury, or allergic reaction. Take the cat to a Vet.

It depends. It needs to see that cats are nice to get along with. If it got attacked by a cat, then no, it would probably not like them. Dogs are not naturally friendly with cats, as cats are more independent and dogs are more of pack animals, but with the right cat and owner, I sure it would work.
