Getting a tattoo hurts, it is a wound after all. The first two minutes are the worst but eventually your endorphins will kick in. It will hurt less if it is on a muscular or fleshy part of your body and more if it is near the bone, like on your ankle. I've heard about people using local or general anesthetics, I've heard people suggest getting good and drunk. But you really want to be in fullness of mind while an artist puts a permanent mark on your body. Final advice is to enjoy the pain, it is part of the process and gives you bragging rights. Make sure to use lots of antibiotic ointment while your battle scar heals. Enjoy!

The tattoo removal will be a little more painful than the tattoo itself. Some people have higher pain tolerances to begin with so what might 'hurt' some people will not hurt as bad to others.

That depends on how big the tattoo is. Or actually not, because the belly button contains of most fat and skin so that it probably doesn't hurt that much at all. So "What hurts more a tattoo or getting you belly button piersed?" The tattoo does.
I would honestly say it just depends on how well you can handle pain, and where you get the tattoo on your body. Everybody is different so this is a hard question to answer.
