Theres a chance that the draining unit (which takes away water when the air-con is not being used to bring down the air temperature) may be blocked in some way. The drain area needs to be found annd cleaed through. The ice is the formulation of the mositure on the grills and fans breaking off and being thrown out.
An air conditioner that is spitting probably has a blockage in its drainage. Because colder air cannot hold as much water as warmer air, air conditioning causes water to condense out of the air. Algae thrives in the drainage of the condensation, and a colony of algae can grow to the point that the drainage is blocked. To prevent that, pour a cup of bleach into the drainage every month or two. If the condensation drains through a tube or pipe, such a blockage can be easily blown out (just don't touch your lips directly to the tube or pipe).
If it is a 240 volt conditioner it will stop. If it is a 120 volt conditioner it will stop if it is on the leg that has been lost.
Any air conditioner will do, but a quiet one is best. Consider GE's quiet air conditioner line, as they shouldn't wake infants.
