When bearded dragons "hibernate" it is actually called brumation. You do not need to lower the temps and all that, it is not necesary. They may go into a little semi brumation period all on their own during winter months, it is possible. The only time this is recommend is when someone is breeding them, it is still not needed then, but just proven helpful. So no, you don't need to.
