A commander (Ethereal or Crisis Suit, whichever you prefer)
A squad of Firewarriors
A squad of Kroot Carnivores

The Tau Battleforce is about 600-700, which is good for starting an army, or boosting one.
In warhammer terms TAU is a young yet sophisticated army which includes kroots and fire units. Personally I believe Tau are the best with Eldar in warhammer 40k.

Pi (3.14) should be replaced with tau because angles are measured easily in radians than in degrees. For an example, there are 2Pi radians in a circle. 2Pi is equal to one tau (6.28). Therefore, there are tau radians (360 degrees) in a circle. A semicircle would have half tau (180 degrees) and a quarter of a circle a quarter tau (90 degrees) and so forth. P.S. - Pi is a constant which references the circumference of a circle to its radius (2Pi radius; it will become tau radius).
They Are The Second Best 40k Army Below Tau And Just Above Necrons
Not unless the Tau army is all Kroot. As far as I know Tau are considered one of the order races, and therefore really wouldn't work with orks. However, if you wanted to just play a game with buddies, I'd say go for it. Just don't try that in the store or at a tournament.
Anything that is close combat oriented & can move up the table quickly.
The best thing to do is to play around with different configurations of an army and find the style that fits you best. Keep in mind that if one configuration might not work for another army, or even another opponent.
I think it really depends on how many you have or how much damage they do
