If you have nothing to catch him with and just need to lead him somewhere, grab a chunk of mane behind his ears where the halter normally sits and put gentle pressure on it. If he is well halter trained he should think he's wearing a halter and you should be able to lead him around.
If you have a rope, loop it around his neck where the halter sits, again he'll think he's wearing a halter.
This is only good for leading him around, obviously you can't tie him with either method.

It is very safe to turn a horse out without a halter. I work at a horse farm, and the only horses we turn out with halters on are those that are VERY hard to catch. Or if the horse has a tendency to escape.

Well when the horse was a baby you should have kept a halter on a few days after he was born to get used to it. If you did not do that than you can get a halter and put it on loose so that it is not hurting him/her but tight enough so they cant rip it off. when the horse gets used to that then you can clip a lead rope to his halter and ask for a walk and it will take time but if the horse is still a baby it will take less time then a matured horse
You should not pull a horse around with anything. You can LEAD a horse with a halter.
The best way is to find by using the footprints of a horse shoes. If you can't find, you have to inform to the police station. Your horse will disturb some people if it run alone.
