Hitch the trailer. Connect the lights. Start your car or truck. Turn the turn signal on. Get out and go behind the trailer. See if they blink. Repeat for the other side.

vehicles equipped with day time running lights are designed to have the running lights on when the vehicle is running in gear.the only time you can change that is by turning on the headlights, or turning off the ignition. some running lights go out when the transmission is put into park. ( the only way to change that is by manually disabling the lights, like cutting wires, or breaking bulbs)
Make sure that the switch on the top of the steering column in turned off. That controls the running lights on the car. FYI that switch is basically used if you are pulled over somewhere and don't need help but yet you need your lights on and still need to take your keys.
Perhaps fixing the ground wire for the passenger side on the 2000 Chevy S-10 will require that the driver's side ground wire also be fixed in order to have the brake lights work properly. There has to be a short somewhere in the wiring for the lights to go off.
I take it you have daytime running lights , if so by engaging the emergency / parking brake the daytime running lights should go off
Check the daytime running lights module. This has failed with other manufactures resulting in lights that stay on, or are very dim while the vehicle is running.
If the running lights won't go off on a 1997 Cadillac Seville, it could indicate a problem with the wiring. Check to ensure all wires are intact.
