It depends on the DVD state. If the side with the information stored on it is badly scratched to the extent that it won't play anymore, then I would say it really won't help to use a DVD cleaner. If the DVD is good, then the laser might be shot. Try about 3 or 4 CLEAN movies and if those don't work it's definitely the DVD player.
This is just the way it is. Most DVD players will not read all formats.
I use a can of compressed air, from computer stores.
