It's a pony that is being lead by another person, whilst someone is riding the pony. Basically it's a pony for novice children, or adults learning to ride. And the pony is being lead, and the person leading it is totally in control of the pony, so the beginners - learning to ride feel safe, and not being worried if the horse/pony is going to run off. So perhaps if some one is selling a horse/pony, and it's listed as a lead rein pony - this means, it's only used as a pony with someone leading it.
