Latvia was forcibly occupied by the Soviet Union in 1940. Later captured by the Germans and then recaptured by the Soviets. Whether because of conviction or just because of where they happened to be when one or the other occupying force was in power, there were Latvians fighting in both the armies. If they could have chosen they probably would have been neutral.
