Not sure which Sims you mean, do you mean the original game, Sims 1? You need the first game The Sims installed and then you can install expansion packs. It is recommended by Maxis that you install The Sims first (expansions wont work anyway without it) and Makin Magic last.

Do you mean does sims 3 HAVE sims 2 with it? No. The games are unaffiliated in any way other than some objects making cameo appearances such as through the online store or expansion packs. The sims 3 and the sims 2 have the same relation as the sims 2 have to the sims 1. Though, there are a lot of characters from all three games that show up and are playable, such as the Goths.
No, the Sims 3 Seasons and all other expansions are stand alone and that do not require any other expansions. However, if you use Seasons in conjunction with Supernatural, you receive the Weatherstone as well, giving you the power to control weather.
