No one knows if it is actually getting shut down, but some people say on March 14th. SOPA is the worst bill that I have seen so far.. Megaupload was shut down a day after several sites protested against SOPA.
SOPA will probably give the government and MPAA the ability to shut down sites. Wikipedia is even going offline for a day to protest.

Good news. Sopa will be down for a wile. bad news. sopa is not down all the way. they decided to postpone sopa. but we all believe it will come back. the bill is not terminated. YET!!! THEY WILL COME BACK
There have been a few BIT Torrent sites shut down in the last few years. Some of those shut down include 'The Pirate Bay', 'Mega Upload' and 'Torrent Freak'.
What scam sites? Google doesn't 'own' most of the sites it indexes. It purely finds the content and delivers it to you via the search engine. It can remove sites from it's listings but it has no power to shut them down.
Most likely going against the new internet laws, SOPA. Due to fansites uploading copyrighted material for free, they were shut down.
