34b is the average American young woman's bra size. Just because there is an average size, it doesn't mean you should be that size. Alot of people are getting fatter, if overweight becomes average, would that mean you should also be overweight? NO. But that's to do with health reasons so it's different. But seeing as breast tissue (or lack of) has no consequence on your general health (besides back pains if they're heavy) you really don't have a minimum and maximum size you should be, therefore, whatever size you are, is what you should be. If I were to get breast implants to go from a 34A to a 34B would that mean that my boobs were now the size they should be? NO. Gosh. It's whatever is right for your body, that is right for you. I'm a 26E. Should I grow 7 inches just to fit into a 34? NO. That's stupid. If you do the math, my cup size is the same as the B on the 34B, it's just that my back is smaller, but that is fine for my body, and I'm 17. Both of us are perfectly normal. Mogeta.
