by reference to 'luger' ammo, one believes it to be a 9mm cartridge, which is the cartrige for the German luger. however, there are many other pistol that were made to fire the 9mm luger cartridge. in addition, the luger was also made in the '30 cal luger' which is a smaller bullet in a necked down cartridge.

The .30 caliber Luger cartridge goes by several names which makes searching for it somewhat confusing. Originally it was named 7.65 Luger Winchester markets it under the name .30 Luger with a 93 grain bullet. Sako of Finland also markets the round with a 92 grain bullet. While not usually available in a WalMart one can find the round in a larger dedicated gunshop in the United States.

NO- outside of case dimensions, the 9x18 uses a .366 bullet designed for the Makarov. The standard international cartridge, 9mm Luger (9x19) uses a .355 bullet. The Luger will not fit in the Makarov, and if you try to fire the Makarov in a standard 9mm gun, you may just damage the gun or blow out the barrel
The .380 is a 9mm bullet. But, going with the assuming that you're comparing the .380 ACP (9x17mm) against the 9mm Luger/9mm Parabellum (9x19mm), the answer would be no.

The .380 ACP is also known as the 9x17mm, 9mm Short, and 9mm Kurz. It is the ONLY ammunition which can be fired through a .380 pistol. The 9x18mm Makarov (whose bullet diameter is actually 9.3mm) and the 9x19 Parabellum/Luger cartridges ARE NOT compatible.
There are SEVERAL 9mm cartridges- the most common is probably the 9mm Parabellum (9mm Luger). A 9mm Parabellum BULLET (not cartridge) is typically slightly smaller than a .38 Special bullet- .356 instead of .357. The 9mm is frequently (not always) lighter- and shorter. Other 9mm cartridges (such as the 9mm Makarov) will have different bullets.
