You could purchase ceramic curling irons at your local Walmart, Target, or Macy's retail store. You can also purchase one online from the Amazon website.
Put the end of the clump of hair in between the scissor part of the iron. Then slowly twist with one hand on the handle and the other hand at the very end of the curling iron. Hold for a few seconds and release the pressure of the scissor.
The difference would have to be that besides there obvious purpose difference that mechanically, a curling iron has a rounded rod to spin for curls where a straightener has 2 heated flat pads that steam hair flat.
To make hair permenently curly forever, is impossible, however if you perm your hair it can be permenently curly for some months. Now if you are planing to "do" your hair and keep it curly for an evening or even a day or two, i would suggest using a thermal setting spray. This spray is almost like a pre hair spray which you apply to the hair, and then when curling, works with the heat of a curling iron to form strong curl. You can then use a hair spray to make the curls firm, this will allow the curls to stay longer than just curling them with a curling iron. I also find that using some mousse then wraping hair in rollers will allow for strong curls, and then while styling using hairspray can make them firm. Hope this helps! Best of luck! :)
