Those are my measurements and i wear a size 4 dress when the dress has a full skirt and a 6 when the skirt is straight.
It depends on height.

This is incorrect, the answer is that every woman is different. I am 5'4 and weigh 160 pounds. I recently lost 20 pounds, I went from a size 14 to a size 8 at 160 pounds.
Height alone does not determine clothing sizes. A slender woman of 5'5 and an obese woman of 5'5 are not going to wear the same size.
It depends on the size and shape of the woman. I weight 145, 5'5, but I wear a size 2 or 4 dress and a size 4 pants. It all depends on how your weight is distributed and the amount of muscle mass. I have higher muscle and lower fat... I have small breasts and waist but a large butt...but am slimmer than most women of my weight.
The size of women's dresses depend on how fat or thin the woman is: height is not important.
