The largest I have seen on a Malibu are 22's. I still haven't figured out how they have done it (lift kits?) I have 20's on mine. If you want 20's go with 225/35/20 inch tires an you'll be good to go.
You could put on 17 inch rims if you put on lower profile tires of 205-50-17

Yes, absolutely. This is the recommended 'winter' wheel size along with 215/60R16 tires. I am going to switch my 2010 Malibu 17" to 16" because of the less expensive tires and a bit more sidewall for a better ride...
I would say the biggest size rims you should put on a 1994 Chrysler Fifth Avenue or a New Yorker would be 20 inch rims.

They come with 16 inch rims, so that would be the smallest you can put on. As for bigger, 17, 18 and even 20 inch rims will fit (with a lower profile tire) and bigger than that and you will most likely have rubbing issues when you turn the wheels or hit a bump.
