Probably the same size -- 17 mm -- as for the 2006 Vue, if it's the 3.5 L V-6 engine.
To change the oil filter on a 2008 2.4L Vue or Sky you need a special short 32mm (1.25in) socket with a 3/8 in drive. Here is a package that I found on eBay for the filter element and socket. You can change your fuel filter with a 9/16 socket, a flat head screwdriver, and a Phillips head screwdriver. The fuel filter is located inside of the gas tank.
An oil filter wrench and a pan/container to collect the drained oil, and a socket set.
17m socket or spanner for the sump plug and oil filter for those wanting metric and its easier to get the oil filter off from the bottom not the top
You need a 6mm and 10mm socket, ratchet and short extension, in 1/4". and a pair of pliers.
You need a 9/16" box end wrench for the drain plug. The filter requires a special socket to remove the cap. I used to use a 1 1/4" open end wrench until I bought the socket from Snap-On.
The oil filter on the 2006 Saturn Vue 4 cylinder is located in front of the engine compartment. You will need a 1 1/4" socket to remove the cover and the filter (it is attached to the cover). Now, standing at the front of the vue, with the hood open, look just to the left of the battery box and down. You should see the large socket cap. There is a notch in one of the intake hoses for you to get an extension on the socket. Unscrew that cap and remove the old filter. replace with the aftermarket filter CH9018(Fram) or equivilant. Make sure to change oil also, unless you are running extended service synthetic and only changing the filter.
It takes a very short 22mm socket. I actually bought a cheap socket and cut about 5/16" off of it, this is much cheaper than the $25 for the specialty socket.

The 2.2L Saturn Vue uses a cartridge filter that installs to the right of the intake manifold underneath a black cap. The cap is removed with a 1-1/4" socket. The oil filter I use is Bosch #3324. The 3.5L used a Honda drivetrain and I'm not sure what the filter is for that.
The fuel filter is located at the rear underside held in by a bracket a 10mm spanner or socket will be needed to remove the bracket. The fuel pipes are normally push fit but be careful they can easily be damaged if forced.
I have used 3" water pump pliers on almost every car I've ever had. Never seen an oil filter that requires a socket.
