Females are usually a little smaller than males. While some with longer fins can hit the 3 inch mark like most males, most will be about 2 inches on average.For two females a ten gallon tank would be best but a 5 gallon tank would do.
There is no "perfect" size. The fact that people come in all different sizes and shapes creates the variety that is the "spice of life."
When a female Betta is introduced to a male Betta one of two things will happen. The male will build a bubble nest and try to spawn the female and during the courting time he will drive off any other occupants of the tank and kill them if they can not escape (hide successfully). He does this in order to protect his prospective young. If she fails to spawn he will drive her off and kill her if she is not removed. In other words you can not keep a male Betta with another Betta (male or female) without trouble. The Tetras will be perfectly OK with a Betta female OR a Betta male. Not the two (pair) that you are proposing. The general rule that all experienced and successfull aquarists live by is a fish needs 1 gallon of water per inch of body length. Work it out.
Almost any kind of fish can live with a female betta, as long as they are close in size. Female bettas are not aggressive like males, so you should be able to put a few in the same tank without a problem

A full grown male betta can be anywhere from 1" to 2" in size.
No female bettas have the long flowy finns commonly associated with the betta fish. Some males that are a specialty type (Plakat(sp?) types) have short short finns exactly like a female but they are fairly uncommon and well labelled usually due to their rareness. Usually when you get them from your local pet store, it says on the cup you got it from if its a boy or a girl. Otherwise, I am not sure.

A betta eats a few pellets or a pinch of flakes 3 times a day. It is best to use only food designed for a betta. Also keep in mind that a betta's stomach is the size of his/her eye.
