Liturgical government would be church. Civil government is society it is the law of the land. Liturgical government only involves what happens in church, and concerns church members and church workers. Liturgical government determines how a child becomes an adult member if it is through baptism or first communion or confirmation or bar mitzvah. It determines how its clergy will be hired. Civil government hires the policemen and firemen, teachers and principals, judges and garbage men. The civil government governs the villages, towns, cities, counties, states, and nations. The two have different functions.
